World Affairs Journal latest volume has a series of articles on America's black budget and the dark side of America's role in the so-called "New World Order." This includes an article by Chris Sanders and me on the black budget. The "map" or framework presented in this article represents a milestone for me. To proceed with Solari, I needed two things which have now been accomplished over the last five years. First, to be through the first two trials in the litigation. That is, the attempt to frame us needed to have failed and be over. Second, I needed an overview of the financial machinery and local process related to the liquidation of community and government assets worldwide and the manipulation of both local and global markets. While filling out that map is a lifelong journey, both are now accomplished in a manner that allows us to proceed into the market to build the Solari Action Network.
A framework for the negative return on investment economy and how it is financed both covertly and overtly has taken many years. In recent years, it's development started with many billions of transactions and investments and portfolio strategy at Hamilton Securities which I used to prototype how to reoptimize local investment flows and their related securities. It was then enriched from the synthesis of decades of significant research, experience and insight by numerous people including members of the Solari Action Network -- Linda Minor, Jon Rappoport, Kelly O'Meara, Uri Dowbenko, Carolyn Betts to name a few. One of the most significant contributions was the rich flow of insight and data about market manipulations by Bill Murphy, Chairman of the Gold Anti-Trust Action Committee, and his website contributors at Le Metropole Cafe. This included introducing me to Chris Sanders who --with his colleagues at Sanders Research -- has made the most formidable contribution of all over the last three years and did the heavy lifting by writing this piece.
This article comes with my highest recommendation. De-mystify how the "matrix" is financed, and therefore some of its most significant vulnerabilities, and we take a giant step towards what my pastor says, "If we can face it, God can fix it."

The term Black Budget is often used in the context of spending on covert operations and top secret weapons development. This understanding of the term is incomplete, however. The American Black Budget involves much more. Its management is dependent on monopoly control of the currency system and on the ability to control the Federal credit, as well as cash flows from a variety of sources, illegal as well as legal. The truth of the matter is that the Black Budget is the real budget, of which the published Federal budget is only a part.
